Pingtan Comprehensive Experimental Zone Issues Work Plan to Implement "Equal Treatment" for Taiwanese Enterprises and Taiwan compatriots
The reporter has learned from the relevant authorities in Pingtan Comprehensive Experimental Zone that in order to implement the requirements for the "Taiwanese Businessmen & Taiwan compatriots Service Year" Program in our province, the "Taiwanese Businessmen & Taiwan compatriots Service Year" Program Work Plan (hereinafter referred to as the Plan) was officially issued a few days ago.Pingtan will launch a series of programs such as providing policy integration service and helping Taiwan compatriots and Taiwanese enterprises so as to set up a regular service mechanism for Taiwan compatriots and Taiwanese businesses, implement "equal treatment" for Taiwanese enterprises and Taiwan compatriots, and effectively help Taiwan compatriots and Taiwanese enterprises in Pingtan solve their problems.
The Plan proposes to formulate a series of policies for entrepreneurship, employment, internship and training of Taiwanese talents, youngsters, graduates and compatriots, covering such areas as salary management, finance and taxation, housing, transportation, education, medical care and social insurance; comprehensively sort out the existing Taiwan-related policies, formulate implementation rules, enhance the pertinence and maneuverability of the policies, and establish a system for interpretation and explanation of preferential policies for Taiwan, so as to help Taiwanese enterprises and Taiwan compatriots learn about and understand those policies.
According to the Plan, the next step Pingtan will take is to carry out a series of programs entitled "Keeping Up with Taiwanese Enterprises N + 1". All relevant departments will jointly visit Taiwanese businessmen and Taiwanese enterprises, and provide personalized precision support services targeting problems encountered by Taiwanese enterprises in financing, employment, etc. in the course of transformation and upgrading, and push pilot financing guarantee companies to provide financing guarantee services for Taiwanese businessmen and Taiwanese enterprises. The departments directly under the zone’s government will include in their annual work plans the practical projects for Taiwanese businessmen and enterprises, and solve the problems concerning preferential policies for Taiwanese businessmen in renting, buying houses, attending school, seeking medical treatment, handling credit cards, loans, financing, purchase of shipping tickets, etc., to achieve the goal of implementing 10 major projects for Taiwanese businessmen and enterprises across the zone every year.
The Plan also proposes specific measures on how to implement "equal treatment" for Taiwan compatriots, including exploring the establishment of certification and regulatory system equivalent to Taiwan's qualifications and standards in the areas of tourism, planning, construction, environmental protection, medical care, education, social security, logistics, transportation, human resources, etc., applying directly the relevant qualifications in Taiwan to the maximum extent or recognizing them simply by exchanging certificates; formulating standards for comparison of cross-strait professional qualifications, allowing Taiwan compatriots to practice within Pingtan after their qualifications are certified and certificates of admissibility are granted; enhancing the implementation and promotion in the pilot areas where relevant provisions are promulgated such as pension service industry, construction industry, education industry, tourism industry, medical treatment and Taiwan-related litigations; encouraging Taiwanese people to join suitable economic, social, cultural, legal and other professional organizations, trade associations, etc.
In addition, Pingtan will set up a special service window for Taiwan compatriots, open a service hotline, and provide relevant consulting services for Taiwan compatriots who study, start businesses, work and live in Pingtan.
