Enlarge and Strengthen the Digital Economy to Serve the Silk-Road Initiative

On the morning of November 8, 2018, after a speech on the “Internet plus Public Service” forum at the World Internet Conference, Chen Yan, mayor and deputy secretary of the CPC Guiyang Munucipal Committee, attended the International Cooperation Forum on “Digital Silk Road” to have a dialogue with four guests including Sheng Yongjun, secretary of the CPC Tongxiang Municipal Committee, Jiaxing City, Zhejiang Province, and Jean Lambert Lenot, Global Chief Strategic Development Officer of Eutelsat, etc., on the topic of “Promoting Innovation and Entrepreneurship, Sharing Development Opportunities”. 

According to Chen Yan, in recent years, Guiyang has taken the initiative to embrace the deep application of Big Data and led the innovation and entrepreneurship of Guiyang City with big data. The development of big data has taken its root in Guiyang from the stage of springing up and become a powerful engine to promote the high-quality economic and social development in Guiyang. In 2017, the contribution of new driving force represented by big data to the economy in Guiyang reached 33%. 

At present, 16 big data industrial clustering zones have been built in Guiyang and China International Big Data Industry Expo has been successfully held here for four consecutive years. Through the development of big data, a large group of enterprises of Fortune Global 500 and leading big data enterprises have been attracted to settle down in Guiyang. 

Guiyang serves as the first city at home to advance government data opening and sharing, realize the block data sharing and clustering and propose solutions. Government data opening and sharing has largely promoted the innovation and entrepreneurship and economic and social development in Guiyang. For example, the incubating platform of Guiyang Traffic Management Bureau has successfully enabled more than 70 enterprises to conduct new product researches on this platform through government open data sharing. Moreover, Guiyang has created a number of healthcare big data enterprises through the open medical health data and attracted some healthcare big data enterprises, such as YIDUCLOUD, to settle down in Guiyang. 

While developing Big Data, Guiyang is also promoting the integration of big data with economy, society, culture, ecology and other fields to push the development of data economy of Guiyang. In terms of industry, Guiyang has taken the advantage of big data to advance the project of “Thousands of Enterprises Reform” as well as the action of “Millions of Enterprises Integration”. So far this year, more than 90% enterprises in Guiyang have proposed the idea of system reconstruction and upgrading centering on intellectualized reconstruction and enterprises’ internet-based operation. In addition, through the development of big data, Guiyang has cultivated a group of leading big data enterprises, such as Manbang Group, the largest big data logistics enterprise in China. Through the application of big data, Manbang Group saved 86 billion yuan in fuel consumption and reduced 46 million tons of carbon emissions last year. 

Guiyang has paid great attention to the innovation and entrepreneurship platform construction. A large number of innovation and entrepreneurship platforms have been set up, including Guiyang Big Data Industry Development Center and Guiyang Berkeley Big Data Innovation Research Center. Meanwhile, the first big data engineering laboratory has been established in Guiyang. In 2017, there were 52 key laboratories at or above the provincial level in Guiyang. Under the guidance and promotion of big data, the contribution of technological advances has reached 60.33%. At present, there are 416 high-tech enterprises in Guiyang, accounting for 60% of the total in Guizhou province. 

According to Chen Yan, for Guiyang is located in the middle of Guizhou province, and serves as the hub of southeast China and the key node city of “Belt and Road”, the implementation of “Belt and Road” initiative and “Digital Silk Road” construction provides Guiyang with a precious historical opportunity to give better play to its strengths to serve the national strategy and speed up reform and opening-up. Guiyang will complement each other with their respective strengths and achieve interconnected development with other cities along the railway and the whole country to contribute to the implementation of strategy “c” and the construction of “Digital Silk Road”. 

Guiyang is going to accelerate the deep integration of big data with the real economy, rural revitalization, people’s livelihood service and social governance. On the basis of the deep integrations, five systems of big data industrial development, law, standardization, application and security will be established. Based on the four integrations and five systems, Guiyang will make efforts in the five fields of AI, quantum information, mobile communication, internet of things and blockchain to further enlarge and strengthen the digital economy of Guiyang. By the year of 2020, the data-storage capability of Guiyang will reach more than one EB and there will be 10 application scenarios of international influence and commercial value, and 10 thousand big data enterprises will be gathered in Guiyang. Through enlarging and strengthening the data economy of Guiyang, the “Belt and Road” initiative will be better served.
