Guiyang City Gives out a more than 70 Million Post-subsidy as a "Big Gift Package" to Promote Technological Innovation

On June 30, the Guiyang Science and Technology Bureau completed the allocation of special funds of the "post-subsidy for high-tech enterprises." The 352 enterprises, which were certified as a national high-tech enterprise for the first time in 2018, were allocated with a post-subsidy of 200,000 yuan each. The total subsidy funds for applied technology research and development at the municipal level were 70.4 million yuan. At the same time, high-tech enterprises received R&D subsidies given at the provincial and district (county, county-level city) levels, including a subsidy of 105 million yuan from the Department of Science and Technology of Guizhou Province.

The subsidy funds will be used exclusively to support and promote related companies to carry out further scientific research and development activities.

The relevant person in charge of the Guiyang Science and Technology Bureau said: "In recent years, the Guiyang Science and Technology Bureau has been boosting the cultivation of sci-tech enterprises through various measures. The subsidy for the enterprises that were certified as a national high-tech enterprise for the first time in 2018 reached a record high - whether in the total amount of subsidy funds or the number of funded enterprises - with a larger increase than last year. This shows that in Guiyang, the innovation atmosphere is increasingly strong, the innovation power is gradually on the increase, and the economic structure is continuously optimized."

Research and experimental development funding usually reflects the technological innovation capability and level of a region to a certain extent. To create a favorable research and experimental development atmosphere that is appropriate to the regional development level, further guide the whole society to invest in technical research and development, and realize the transformation of economic development from investment-led to innovation-driven, is a must for many regions to fuel their long-term economic growth. Therefore, local governments have spared no effort to increase scientific research funds to advance their scientific research and innovative development.

As early as December 2016, Guiyang City released relevant policies to increase investment in technical research and development. From the perspectives of strengthening the guidance of financial funds for investment in technical research and development, setting up "special funds for science and technology post-subsidy," enhancing the guidance for enterprises to invest funds in technical research and development and others, it strongly supports enterprises to take the road of innovation-driven development and has created a favorable atmosphere for innovation and entrepreneurship.

So far, all post-subsidy funds at the municipal level have been distributed to all districts (counties and county-level cities), and will be allocated to relevant enterprises by the science and technology authorities at the district (county, county-level city) and development zone level in the coming days. In addition, Guiyang will strengthen the supervision and management of the use of "post-subsidy" special funds for enterprises to ensure that every cent can be used in technical R&D and innovation so as to lead to more new technologies, new products and new processes, and provide inexhaustible driving force for promoting the high-quality development of Guiyang's economy.
