Guiyang's plan for building a new western land-sea channel
On August 15, the National Development and Reform Commission (NDRC) released the Master Plan of New Western Land-Sea Channel, and defined channel building as an important driver of the high-quality development of western China. Guiyang in a pivotal position in western China will greatly benefit from the great move of the nation. According to the Master Plan, Guiyang will receive a "gift pack", including the positioning of a new western land-sea channel and an important node city, the construction of Guiyang-Chongqing Railway and other railways, the capacity expansion of Chongqing-Guizhou Highway (G75) and other highway projects, the development of Guiyang Dulaying International Land-Sea Logistics Port and other logistics parks, and the construction of Guiyang Free Trade Zone and Shuanglong Airport Economic Zone.
The 7th plenary session of the 10th CPC Guiyang Municipal Committee took place in the fourth day after the release of the Master Plan. The meeting positively echoed the "major opportunity". The meeting held that with the implementation of major national strategies such as new-round high-level opening and the formation of a new pattern of western development in the new era, especially the recent release of the Master Plan of New Western Land-Sea Channel by NDRC, a major opportunity has come for us to speed up high-level opening. The meeting made clear that with the improvement of infrastructure including highways in Guiyang, the development of Guiyang's big data industry and the ecological environment advantage, we have met good conditions for seizing historical opportunities and integrating ourselves into national strategies. The meeting noted that we must seize the major historical opportunity from land port rejuvenation, open wide to the outside world, prosper the real economy, and accelerate the high-quality development of the economy, to have a place in the new pattern of western development in the new era.
Guiyang proposed to integrate itself into the Master Plan of New Western Land-Sea Channel, and lose no time in planning the construction of Shuanglong-Gaimao Integrated Logistics Hub Zone in accordance with the standards of national demonstrative logistics parks. Concretely, with building the core area of the inland open economic pilot zone as an opportunity, Guiyang will work out the Special Plan of Integrated Logistics Hub Economic Zone, advance the optimal reorganization of the spatial structure and the optimal allocation of regional resources of Airport Economic Zone, Economic and Technological Development Zone, Ergezhai Area and Mengguan Area, speed up the construction of Gaimao railway port, develop ports, industrial parks and areas under special supervision in an integrated way, and build a great channel for "Belt and Road" port trade and circulation in Guizhou.
Guiyang will improve the function of the hub area in an accelerated way, upgrade and cultivate modern logistics, comprehensive foreign trade service and other industries, perfect business types such as test and detection, bonded processing, industrial design and finance & insurance. With Airport Economic Zone as the core, Guiyang will combine bonding policies, and speed up the construction of areas under special customs supervision for fruits, chilled aquatic products, plant seeds and seedlings, and meats.
While "planning the construction of Shuanglong-Gaimao Integrated Logistics Hub Zone", Guiyang has proposed to advance the construction of an integrated logistics channel, integrate itself into the construction of the new western land-sea channel, speed up the construction of a land-sea two-way channel, promote the reconstruction and upgrading of Guizhou-Guangxi Line and the construction of the double track line of Guizhou-Guangxi Railway, advance cooperation with node cities such as Fangchenggang and Qinzhou, launch special trains from Fangchenggang, Qinzhou and other cities to Guiyang, and strive to launch Guizhou-Xinjiang-Europe freight trains departing from Guiyang and bring them into normal operation.
Guiyang will build a western aviation hub city, increase international direct routes, launch and increase flights to domestic provincial capitals, regional node cities and important passenger and cargo source cities, apply for 144-hour transit without visa, and establish a mobile visa center.
Guiyang will speed up the construction of a dedicated Internet data channel, improve the capability of Internet access and promote the export-oriented development of the big data industry.
