Guizhou Accelerates Construction of National Big Data (Guizhou) Comprehensive Pilot Zone

In recent years, Guizhou has been taking advantage of big data to boost its economic and social development. It stays committed to carrying forward strategic actions for big data and has been China's first big data comprehensive pilot zone. The "Big Data Expo" has grown into a national event with global presence.

In August 2015, the State Council issued the Action Outline for Promoting the Development of Big Data, showing clear support for the construction of big data comprehensive pilot zones in Guizhou and alike. "Guizhou is in the west of China and is still an underdeveloped province for the time being. Be that as it may, there are 'trees of knowledge.' I hope each of you can grow into the trunk of 'trees of knowledge', making them flourishing and vibrant," said Premier Li Keqiang attending the Big Data Expo in May 2016.

As China's first big data comprehensive pilot zone, Guizhou is duty-bound to explore the experience that is available, replicable and worthy to spread for the implementation of the national big data strategy. By pursuing coordinated progress in the construction of big data comprehensive pilot zone and the strategic actions for big data, and carrying out seven systematic experiments including data opening and sharing, data center integration and utilization, big data innovation and application, and the concentrated development of the big data industry, Guizhou has worked out a new path for big data development.

Up to now, Guizhou has been approved to build the first big data industry agglomeration zone, the first big data industry technology innovation pilot zone, the first big data and cybersecurity demonstration pilot city, the first big data exchange, the first national engineering laboratory for big data, and more. Acting as first mover, Guizhou has secured several national firsts in the big data industry.

At the end of 2018, the added value generated by digital economy in Guizhou accounted for 26.9% of the province's GDP, with a growth rate of 24.6%. Big data plays an increasingly prominent role in the economic and social transformation and development, and has developed into a new engine to fuel economic and social development. Data silo, however, has restricted the further development of big data to some extent. How does Guizhou address this challenge? It takes the approach of "comprehensive gathering, sharing and interworking, and innovative application" to maximize the value of data in aggregation, reconstruction and exchange.

To further promote the "comprehensive gathering, sharing and interworking, and innovative application" of government data, Guizhou Province is fighting tooth and nail to facilitate the use of "one cloud, one network and one platform" for the government data. Centering on the issues that enterprises and individuals gain access to government services in a "difficult, slow and complicated" way and the elimination of "information island" and "data silo," it is also accelerating the improvement of the levels of social governance, people's livelihood services, rural revitalization and industrial development.

"Building 'one cloud, one network and one platform' is strategically forward-looking and innovative. It is looking to develop the big data system for service-oriented people's livelihood, industry cultivation and government governance. This effort is a concrete practice and innovative exploration in response to the country's requirements, and is also a self-revolution of data governance," stated Mei Hong, academician of the Chinese Academy of Sciences, who believes Guizhou's proactive exploration and pilot practice in the construction of data governance system will certainly be able to contribute advanced experiences that are useful to the country, and form a "Guizhou model" that can be promoted and replicated.

According to Jing Yaping, Deputy Director of the Big Data Development Administration of Guizhou Province, in recent years, Guizhou has launched a critical battle against "digital economy," centering on digital industrialization and industrial digitalization. The province's digital economy has grown at the top of the country for four straight years, and the growth rate of employment attracted by digital economy has ranked first place across the country for two consecutive years.

World-renowned companies such as Apple, Microsoft, and Intel as well as leading Chinese big data or Internet enterprises like Alibaba, Huawei, Tencent, and Baidu have taken their roots in Guizhou. A collection of local enterprises including Freight Help, Baishan Cloud, Longmaster, Esgyn, and BBD have continued to grow stronger, along with new business formats and new modes emerging one after another, from data collection and trading to security.

Bolstered by specific projects, the strategic actions for big data are being implemented on a continuous basis. The province's big data related enterprises have jumped from less than 1,000 in 2013 to 9,551 in 2018. As of 2018, the province's call for "10,000-enterprise integration" has seen full coverage of industries and regions, with 104 benchmarking integration projects and 1,050 demonstration projects to be created, and 1,625 real economy enterprises to be integrated with big data.
