Guiyang, the capital of Guizhou Province, was also referred to as Zhu, Jinzhu and “City of Woods”. The south of a mountain is called yang in ancient Chinese, and Guiyang got its name because it is located in the south of Mountain Gui. It is the political, economic, cultural, scientific, educational, transportation center of Guizhou Province as well as an important transportation and communication hub, industrial base, and trade and tourism service center in Southwest China. Besides, it is one of the central cities in the southwest, the national leisure and holiday ecological travel city, and the national comprehensive railway hub. It is located in the central part of Guizhou Province, bounded on the southeast by the four counties of Qian’an, Longli, Huishui and Changshun of the Qiannan Buyi and Miao Autonomous Prefecture, on the west by Pingba County in Anshun and Zhijin County in Bijie, and on the north by two counties of Weixi and Jinsha in Bijie and Bozhou District of Zunyi City.

Guiyang has embarked on a road of innovative development different from other provinces in eastern region and western region. Big data industry is leading the industry construction in the city. In terms of building a new central city of fairness, sharing and innovation, Guiyang has achieved an outstanding success. Milken Institute acknowledged that it is China’s Best-preforming City, and it was also awarded the title, 2018 “Impact China” City of the Year. Guiyang once was made fun of and called the provincial capital having no sense of presence. However, since being created out of nothing, big data has been settled down and thrived here. As the first National Big Data Comprehensive Pilot Zone, Guiyang has provided replicable and marketable experience in its development model for China and has contributed Chinese wisdom to the development of Global Big Data.
