B&R Initiative calls for talents of standards

Under the Belt and Road Initiative, standard connectivity will play an indispensable role. Building a talent team of standards is critical to standard connectivity, said Tian Huimin, an associate researcher at the Research Institute of China Development Bank.

Statistics showed that there are more than 40,000 standard technology experts in China, far from meeting the requirement of standardization reform. Tian noted that China is in great need of standard talent reserve, versatile standardized talents, and advisory consultants who are specialized in setting strategies and policies in this field. Besides, the internationalization level of standard talents is yet to be improved.

Tian suggested that China should build a long-effective mechanism to strengthen the building of standard talent team. Firstly, efforts should be made to promote standard personnel exchange. China has signed an joint initiative with 12 countries including Russia this year, in which an important part is to promote standard personnel exchange among member countries.

Secondly, China should build “incubators” and training bases for standard talents. For example, China's first national high-tech industrial standard demonstration zone focusing on technical innovation has been established in southwest China’s Chengdu.

Thirdly, it is necessary to establish industrial standard expert databases. Xi'an has established a standard expert database to provide technical support in order to accelerate its pace to build itself into an international metropolis.

Fourthly, Tian called for establishing special funds to encourage standard talents to learn standard knowledge abroad.

Tian noted that China should try to cultivate a large number of standard talents with high quality and strong professional competence, work with countries along the Belt and Road to set up international standards, explore the establishment of Belt and Road standard demonstration zones or projects, and effectively arouse enterprises' enthusiasm in Belt and Road standardization work.
