By adhering to the people-centered philosophy of development, CDB provides pragmatic services for people to enhance their sense of gain, happiness and security.

In 2021, CDB focused on consolidating poverty alleviation achievement, all-round promotion of rural revitalization, and development of key fields such as agricultural modernization, agricultural infrastructure, distinctive industries and follow-up development after resettlement to facilitate development of rural industries and green agriculture. It also set up zones for demonstrating development finance to serve the rural revitalization and supported development of key counties in national rural revitalization.

CDB provided consulting services to related key areas, formulated the rural revitalization financing plan centered upon key counties in national rural revitalization, old revolutionary base areas and common prosperity demonstration zones, and organized four sessions of rural revitalization symposiums for 384 local officials from 50 counties (county-level cities and districts).

Serving as the main channel financing affordable housing, CDB facilitated improvement of the housing guarantee system consisting mainly of government-subsidized rental housing, public rental housing and housing with ownership shared between local governments and individuals. It focused on financing government-subsidized rental housing and renovation of urban old residential areas and steadily advanced renovation of shanty town areas.

Deeply implementing the Healthy China Initiative and the strategy addressing aging of population, CDB helped build a high-quality medical and health service system by promoting more balanced distribution of quality medical resources and improving the weak parts in primary medical and health care. It also supported building the elderly care service system through special-purpose loans for boosting services for the aged.

Acting as the main provider of national student loans, CDB implemented as early as possible the new policies of increasing the amount and expanding the use of student loans released by the Ministry of Finance, the Ministry of Education, the People's Bank of China and the China Banking and Insurance Regulatory Commission. In 2021, CDB issued a total of 37.9 billion yuan of student loans to 4.67 million financially-troubled students in all the higher education institutes recognized by the Ministry of Education and in 2,459 counties and districts in 27 provinces, autonomous regions and municipalities directly under the central government.
