The Blue Book on Guangdong's participation in the Belt and Road

Recently, under the support of the Leading Group Office of Guangdong's participation in the Belt and Road Initiative, the Blue book on Guangdong's Participation in the Belt and Road Initiative (2013-2018) was officially published by the team of Professor Mao Yanhua of the Institute of Guangdong, Hong Kong and Macao Development Studies, Sun Yat-Sen University. It is the first Blue book on the participation in the Belt and Road Initiative at the provincial level in China.

Guangdong has been on the forefront of China's reform and opening up. Focusing on the strategic hub, economic and trade cooperation center and important engine position given by the state, Guangdong actively participates in Belt and Road Initiative international cooperation, pragmatically promotes the construction of the key areas of Five-Pronged Approach in Belt and Road Initiative, creates new models of opening up, expands new space for opening up, builds a new pattern of comprehensive opening-up and has made significant achievements in all areas of the Belt and Road Initiative construction. In the Belt and Road Big Data Report which was released by State Information Center (SIC), China, Guangdong ranks first in the country for three consecutive years in the “Belt and Road” participation ranking. This Blue book focuses on Guangdong's participation in the Belt and Road Initiative. For the first time, the book systematically studies and summarizes the important achievements made by and major problems encountered by Guangdong in participating in the Belt and Road Initiative construction in the past five years. Also, the proposals for promoting Guangdong's participation in high quality development of Belt and Road Initiative construction were put forward.

This Blue book consists ten chapters. It expounds the background and profound connotation of Belt and Road Initiative from the perspective of globalization theory and globalization. It comprehensively applies multidisciplinary methods to explore the advantages and positioning of Guangdong's participation in the Belt and Road Initiative construction. It has deepened the understanding of the role of government's innovation policy in the construction of Belt and Road Initiative and summarized the achievements of Guangdong in promoting the policy coordination, facility connectivity, unimpeded trade, financial integration, and people-to-people bounds in the Belt and Road Initiative. Also, It has answered the question of how Guangdong could become the strategic hub, economic and trade cooperation center and important engines in the Belt and Road Initiative. And it analyzed the importance of strengthening financial support, enhancing the cultural exchanges and expanding cooperation in other key areas. In the construction of a new comprehensive opening-up pattern focusing on the Belt and Road Initiative, Guangdong should participate in the construction of Belt and Road Initiative together with Hong Kong and Macau, which is an important advantage and a unique characteristic of Guangdong. This Blue book emphasizes that Guangdong, Hong Kong and Macao should jointly participate in the Belt and Road Initiative in the new era and has summarized the related experiences and problems. Based on the above contents, it proposes the path and measures for accelerating the construction of crucial engines and supporting areas for the Belt and Road Initiative.

Guangdong has always been the pioneer and experimental field of China's reform and opening-up. The Blue book emphasizes that we should commemorate the 40 years of reform and opening up and regard this as a new starting point, take on trials with new development concepts, further enhance the depth of international cooperation in Guangdong's participation in the Belt and Road Initiative, accelerate the interconnection of infrastructure, and continuously deepen economic and trade investment cooperation. We should promote financial integration, further refine foreign cooperative parks and project construction, deepen various forms of cultural exchanges and cooperation, strengthen the construction of the Belt and Road Initiative and the construction of Guangdong, Hong Kong and Macao Greater Bay Area, and improve government services and guarantees for the “going out” of Guangdong enterprises. In addition, we should also support, establish and improve the risk assessment and response mechanism of Belt and Road Initiative, comprehensively enhance the quality and effectiveness of Guangdong's participation in the Belt and Road Initiative, and strive to remain at the forefront among all provinces in China in the process of building the new pattern of comprehensive opening up, thus providing a good demonstration for the rest of China.
