Fiscal & taxation preferential policies ensure fast-track development

Days ago at the Subsidy & Bonus Window in Pingtan Comprehensive Pilot-test Zone Administrative Service Center, Financial Manager Le Junjie of Fujian HIGHTON Development Co., Ltd., submitted application for subsidy & bonus in Pingtan Comprehensive Pilot-test Zone. The application received the approval result only two working days later.

The company was applying for the subsidy & bonus for marine shipping operations in this August-October. It received the subsidy & bonus more than 300,000 RMB this year.

In this October, based on sufficient communications and surveys, the Administration Approval Bureau and Transport & Construction Bureau in Pingtan Comprehensive Pilot-test Zone share internal information and simplify work flow in approving and paying the marine shipping subsidy & bonus by the Pilot-test Zone's Administration Approval Bureau giving direct approval. At the same time, the approval period is shortened from five working days to two working days, down by 60%.

Even more, the Administration Approval Bureau of Pingtan Comprehensive Pilot-test Zone also electronically optimizes and updates the headquarters economy, financial industry and operation contributions award that supports and encourages industries, so as to ensure the paper-less online processing and make sure remote approval, meaning the applying company does not have to pay the visit to the Bureau.

As a result, when applying for the award of operation contributions, the company does not have to go to the taxation administration in Pingtan to double-check the taxation sum and leave the seal before applying in the window of industry subsidy & bonus. Instead, they only need to scan and submit applications online. After that, the window will obtain the application and transfer it to Pingtan taxation administration for confirmation of taxes, which will be transferred to administration for review and approval.

"Since 2016, Pingtan has started to adopt the fast-track approval for fiscal and financial preferential policies". It adopts the one-table application, and approval mechanism consisting of one application form, one applicant recipient, joint review, one-seal approval and one-week handling, which ensures the application is handled within five working days, down by more than 50%. The fast-track approval covers the entire process of application, acceptance, approval, handling, account booking, payment and delivery of the zone-level industry subsidy & bonus", said Chen Lan, Vice Director of Pingtan Comprehensive Pilot-test Zone Administrative Service Center.

Till today, the 102 items of fiscal and taxation preferential policies in 16 departments in Pingtan have been included in the Zone Comprehensive Approval & Service Platform. The entire approval process is simultaneously monitored, with the information shared. At the same time, it is also featured by one recipient and one-window processing, thus considerably simplifying the applications. It realizes the standard and modular approval, so as to condense the right of discretion to the largest extent and make sure the preferential policies are implemented on a timely basis.

Data reveal that in January-November this year, the window in Pingtan for industry subsidy & bonus accepted 1,196 applications and provided 965 million subsidy & bonus, rising by 5.62%. The subsidy & bonus are provided for headquarters, financial industry, marine shipping, tourism and construction industry. They are also given to across-Taiwan Strait express e-commerce, Taiwan Start-up Park, Taiwan Small Town, personal taxes of Taiwan residents, high and intermediate-level HR and high-tech SMEs, etc.
