Recently, the Entry-Exit Management Detachment of Public Security from Pingtan Fujian and Pingtan Entry-Exit Frontier Inspection Station jointly broke down departmental barriers and opened up special channels for Taiwan compatriots to issue visas, and launched a new customs clearance mode featuring immediate access upon the same window service for border inspections and port certifications, in an effort to avoid the repeated queuing for Taiwan compatriots at the Public Security Entry-Exit Port and the Inspection Window and greatly shorten the time for customs clearance and realize the "certification and inspection, inspection and passage. On April 10, the first batch of Taiwan compatriots applying for the landing permit at the port, spoke highly of the innovative service measures of Pingtan port.

As the only comprehensive experimental area on the mainland, Pingtan is "designed for Taiwan and special for Taiwan." How to better serve the construction of the "cross-strait common home" and further facilitate the exchanges between compatriots on both sides of the strait, deserves common exploration and thinking for Exit-Entry Management Departments of the Public Security and Border Inspection Departments.

"Previously, Taiwan compatriots applying for landing permits at ports needed to queue up at the certificate-applying window of Public Security Exit-Entry Port. After obtaining the certificates, they would queue up at the Border Inspection Channel for inspection and then enter the country for customs clearance, which required queuing twice and took more time if there were more incoming passengers. As regards a dozen minutes wasted in repeated queuing, the two departments actively merge and set up a special channel for the Taiwan-based port to apply for the immediate access after landing through the functional transformation of the Border Inspection Window of the Entry- Exit Port. Besides, as a part of issuing visas after landing at the Public Security Exit-Entry Port, the accreditation and certification will be handed over to the Intelligent Verification Station of Border Inspection to realize the one-stop service of acceptance-charge-license-border inspection. That is to say, after submitting the application for handling the certificate, Taiwan compatriots can directly go to the "immediate access upon the service" special channel to obtain the certificate, check and clear the customs without having to repeat the queuing, greatly improving the efficiency of customs clearance. By comprehensive comparison of the previous customs clearance mode, it can save about 20 minutes for Taiwan compatriots applying for the visas after landing.

In addition, in order to facilitate the passage of passengers, Pingtan port has also launched a new service mode, such as "on-site endorsement, ready-to-go", "instant customs clearance, ready-to-go", equipped with all-in-one machines of self-service endorsement for journey to Hong Kong, Macao and Taiwan as well as self-service information-collecting room for the customs clearance stuff.
