Cracking the code on the key to Guizhou's economic development

In the first half of 2019, the gross domestic product (GDP) of Guizhou registered 721.294 billion yuan, an increase of 9.0% over the same period of the previous year, or 2.7 percentage points higher than the national average (6.3%) in growth rate. In the interview, the reporter learned that properly keeping the two bottom lines of development and ecological economy and implementing the three major strategic actions of poverty alleviation, big data and greater ecosystem have become the key points for the sustained, rapid and sound development of Guizhou's economy and society.

Qianxi County used to be a typical poverty-stricken mountainous area in Guizhou, which featured a big population and little land, the poverty of the soil, a single traditional industrial structure. Through greater efforts made to implement poverty alleviation by industries, Qianxi County successfully achieved poverty reduction in 2017. At the beginning of 2018, Guizhou proposed to "make a profound industrial revolution to revitalize the rural economy" by doing "subtraction" to traditional low-efficiency economic crops, and stepping up the production of the emerging high-efficiency agricultural industries, so as to continuously push the poverty alleviation efforts by industries to a new level.

According to Zhang Lang, Chairman of the Linquan Town People's Congress, the town's 10,000-mu industries, including kiwi, flowers and peppers, have now begun to take shape, some of which have gradually become the economic pillars that help the whole town get rid of poverty and realize rural revitalization. The reporter learned that from 2018 onwards, Guizhou has given great impetus to adjusting the agricultural industry structure, reducing the corn planting area, and adding high-efficiency economic crops such as edible fungi, Chinese herbal medicines and tea. Xiao Yunhui, Director of the Guizhou Provincial Bureau of Statistics, did the math: the original income of traditional grain crops was about 650 yuan per mu; but after the economic crops were replanted, the average income per mu is now about 3,200 yuan, an increase of nearly 4 times.

Peng Long, Deputy Director of the Guizhou Provincial Bureau of Statistics, pointed out that, under the leadership of the development of the twelve major competitive industries, the agricultural investment has increased significantly, which has effectively promoted poverty alleviation. In the first half of this year, the province's crop industry investment increased by 29.1% year-on-year, forestry investment rose by 24.4%, animal husbandry investment jumped by 30.8%, and fishery investment went up by 20.2%, all far higher than the growth rate of fixed asset investment.

"Guizhou is the main battlefield for poverty alleviation in the country. We regard poverty alleviation as the top priority and the first livelihood project, and have secured winning streaks," said Sun Zhigang, Secretary of the CPC Guizhou Provincial Committee and Chairman of the Standing Committee of the Guizhou Provincial People's Congress August at the press conference of the State Council Information Office of the People's Republic of China on August 9, who stated that the industrial revolution to revitalize the rural economy was in-depth, and the effect of poverty alleviation by industries was obvious. In 2018, the agricultural added value increased by 6.8%, with the growth rate ranking first in the country. "Now, Guizhou is gaining momentum in the development of forest economy, rural tourism and characteristic agricultural products. This has made positive contributions to poverty alleviation and income increase," said Sun Zhigang.

In 2018, Guizhou as the country's first big data construction comprehensive pilot zone has implemented technical transformation of more than 1,600 industrial enterprises, and there have been more than 10,000 enterprises on the cloud. This year, Guizhou will build 100 integration benchmarking projects and 1,000 integration demonstration projects across the province, centering on industry, agriculture and service industries, in a view to drive the deep integration of 2,000 real economy enterprises with big data and facilitate the integration of big data with ten major 100 billion-dollar industries.

Guizhou Province is accelerating the deep integration of big data and the real economy, as well as the digitalization, informationization and intelligent transformation of industrial development. In the first half of this year, the investment in information transmission, software and information technology services related to big data in Guizhou Province rose by 29.3% year-on-year.

Strengthen the introduction of big data companies, and inject vitality and strong momentum into the development of big data in Guizhou. Sun Zhigang introduced that the data centers of China's three major mobile operators - China Mobile, China Telecom and China Unicom, as well as those of Huawei, Tencent, Apple and other industry giants have settled in Guizhou. In 2018, twelve leading big data companies such as iFLYTEK and more than 200 enterprises with promising growth were also introduced to Guizhou. The growth rate of the digital economy in Guizhou ranked first in the country for four consecutive years.

"The 'Wisdom Tree' is thriving in the real economy. The technological innovations represented by the Internet, big data, and cloud computing are becoming a new driving force for Guizhou's catch-up," said Ma Ningyu, Director of the Big Data Administration of Guizhou Province.

While the economy is in the middle of accelerated transformation and development, Guizhou Province, which is the ecological barrier of the Yangtze River and the upper reaches of the Pearl River, adheres to the ecological bottom line and implements green development. In the first half of the year, the province's investment in the eco-environment industry related to the greater ecosystem increased by 14.4%. With the continuous release of the ecological dividends, the plan for green mountains and clear water on the vast and expensive land of Guizhou are getting more widely, and the "green mountains and clear water" make the road of development wider.

The Caohai National Nature Reserve, also known as the "pearl of the plateau," is located in the southwest of the county seat of Weining Yi and Hui Miao Autonomous County in Guizhou. In the summer season, the turquoise lake reflects the blue sky and white clouds, and a group of black water chickens swim from the watery grasses from time to time.

Liu Guanghui, a ranger who has worked in the Caohai National Nature Reserve for 31 years, said with deep feelings: "Due to the movement of turning lakes into fields and production and development on a large scale in the 20th century, the water quality has become very poor. Now, after the strict implementation of pollution control, the situation is getting better and better."

The governance of the Caohai National Nature Reserve is a microcosm of Guizhou Province's promotion of pollution control in recent years. In 2018, the proportion of days with excellent air quality in cities above the county level in Guizhou reached over 97%, and the water quality compliance rate of centralized drinking water sources remained at 100%.

"Green mountains and clear water have become a beautiful label in Guizhou," said Shen Yiqin, Deputy Secretary of the CPC Guizhou Provincial Party Committee and Governor of the Guizhou Provincial People's Government. As a national ecological civilization pilot zone, Guizhou has implemented more than 100 ecological civilization system reforms. In the ecological civilization local legislation, the establishment of ecological judicial institutions, ecological environmental accountability, compensation for ecological environmental damage, and others, Guizhou is the first to carry out institutional innovation, with a number of reform pilots in the forefront of the country.

Nowadays, in Guizhou, from the phosphorus chemical industry that "gears production to slag", to banning cage fish culture across the whole area; from Wujiang River, Chishui River and other major watersheds, to the Wumeng Mountain region and other key ecological functional areas; from ecological poverty alleviation, to cadres natural resources asset departure audit... Ecological reform is being pushed up at multiple levels and in a broad field.
