Natural Resources and Spatial Information Spatiotemporal Cloud Project Checked and Accepted in Pingtan Comprehensive Experimental Area

On August 23, the natural resources and spatial information spatiotemporal cloud project was checked and accepted in Pingtan Comprehensive Experimental Area, marking the full completion of the construction of Fujian Province's first smart city spatiotemporal big data cloud platform.

This project, in the second batch of investment project packages in Pingtan Comprehensive Experimental Area in 2017, is an important part of Pingtan smart city national pilot project. With about a year, the following five aspects of content construction have been completed. Pingtan CORS has been upgraded using the BeiDou Navigation Satellite System (BDS) and the Pingtan CORS management service platform has been built. The spatiotemporal big data covering 4 categories and 16 subcategories has been completed with a total size of 68.25 TB. The spatiotemporal information cloud service platform has been built. 3 application systems have been developed and they have been connected with several other application systems. Construction of run-time infrastructure has been completed and five standard specifications have been formulated.

Since the pre-acceptance of this project at the end of November 2018, it has been widely used in various industries. In terms of platform application, project outcomes have been applied in several informatization systems including Pingtan Comprehensive Experimental Area All Plans-in-One Information Linkage Platform, Pingtan Real Estate Right Investigation System, Pingtan Grid Service Management Information Platform, Pingtan Police Geographic Information System, and Pingtan Land Resources One Map System.

In terms of data distribution service, this project has provided surveying and mapping results and other internal data services for over 50 institutions including Pingtan Comprehensive Experimental Area Communications Construction Bureau and Education Bureau, greatly enhancing the informatization service level of government departments.

In addition, the research on unified right confirmation and registration of natural resources has been carried out in an innovative way. Thematic information databases and production databases of natural resources such as farmland, garden plots, forest land, wetland and waters have been established. With the aid of UAV tilt photography, the real-image three-dimensional model data covering an area of 200 square kilometers with the image resolution better than 0.02 meter has been completed tentatively. The standard database of place names and addresses covering the whole area has been established.
