Guizhou: Big Data Leads the Innovation-driven Development
Recent years have witnessed Guizhou implement the innovation-driven development strategy with the guidance of big data, aggressively pursue the big data strategy, accelerate the building of National Big Data Comprehensive Experimental Zone, help Guiyang build "China's Big Data Valley" and bolster digital applications. Guizhou has proposed its plans and thereby has contributed its wisdom in speeding up the digitalization of China, embarking on a new development path setting the province apart from its counterparts in the east and west.
Revolving around the three strategic actions of Joint Poverty Reduction, Big Data and Big Ecology, Guizhou adheres to the people-centered philosophy, synergizing innovation with the strategic actions of Joint Poverty Reduction. We take the initiative to pursue and serve the national big data strategy, synergizing innovation with the strategic actions of Big Data; We accelerate the development of a digital economy featuring resources, technology, integration and services, synergizing innovation with the new and old kinetic energy conversion. We endeavor to set up an institutional framework for promoting innovation, synergizing innovation with comprehensively deepening reform.
In 2018, Guizhou saw the implementation of 104 benchmark projects and 1,050 demonstration projects, helping 1,625 real economy enterprises integrate with big data while guiding 10,124 enterprises to develop cloud computing. The province's integration of informatization and industrialization ranked 19th up from 29th in 2014. In 2018, the development index of the deep integration of big data and real economy in the province stood at 36.9, 3.1 higher than that of 2017, indicating that the province is moving forward from the primary stage of integration to the intermediate stage.
At present, the integration of big data and real economy in the province is gathering pace from the primary stage to the intermediate stage, with sustained development. Guizhou has been leading the rest of the country concerning the growth rate of digital economy in China for four consecutive years, while the added value from digital economy accounts for 26.9% of the province's GDP.
Given the integration of big data and innovation, Guizhou is dedicated to high-quality economic development. To carry out a project to transform thousands of enterprises and guided by science and technology, Guizhou prompts enterprises to adopt new technologies, new handicrafts and new standards, increase product varieties, improve product quality, expand production scale, and form advanced production capacity. Thus, the capacity of regional scientific and technological innovation has been steadily improved.
In 2018, Guizhou registered more than 10,000 valid invention patents and there were 2.82 valid invention patents for 10,000 people, fulfilling the target set by the 13th five-year plan ahead of schedule. The number of scientific and technological enterprises reached 1,108, while there were 1,173 high-tech enterprises. The output value of the high-tech industry was valued at 430.59 billion yuan; There were 213 enterprise technology centers at or above the provincial level, among which 21 were at the national level. The number of technological innovation demonstration enterprises at or above the provincial level stood at 30, including 10 at the national level and 6 pilot manufacturing innovation centers at the provincial level. The high-tech industrialization index ranked 11th in China, and the increase of R&D investment placed second in China. The growth of innovation capacity of high-tech zone ranked second in China. The comprehensive utility value of regional innovation capacity in Guizhou ranked 18th in China.
The building of three national demonstration bases to promote mass entrepreneurship and public innovation, namely Gui'an New Area, Guiyang High-tech Industrial Development Zone and Huichuan District of Zunyi City, has seen vigorous advancement, stimulating our province in entrepreneurship and innovation upgrading. We have 2 national high-tech zones in Guiyang and Anshun. Three national agricultural science and technology parks have been built in Anshun, southern and southeastern Guizhou, thus a total of 10 national agricultural science and technology parks. Two national engineering technology research centers have been built, thus 5 national key laboratories and 5 engineering and technology research centers. The state key laboratory of big data jointly built by provinces and departments has been prioritized in terms of support from the Ministry of Science and Technology. The building of the state key laboratory of medicinal plant efficacy and utilization jointly built by provinces and departments has been promoted continuously.
As the platform building advances, Guizhou has witnessed the recruitment and selection of five batches of "hundreds of thousands of talents", employing a total of 116 leading talents and innovative and entrepreneurial talents. The talent expo has been held for seven consecutive years. In 2018, the event involved more than 1,510 employers and over 20,000 talents on site.
