Big data: invisible wings for the leap-forward development of Guizhou

Guiyang is recognized as the best-performing city in China by US-based think tank of Milken Institute, while Guizhou's mentioned as the most promising place for building of data centers in China by Lisa Jackson, Apple's VP. Guizhou has become another place in China that draws worldwide attention for big data.

Big data has definitely fueled development of government uses, business uses and civil uses in Guizhou, brought significant changes to local people's production methods and lifestyles, and become an important engine for "Guizhou's Speed". If we see those world renowned high bridges cross over towering and steep mountains as physical wings for Guizhou to surpass others, then the deep-rooted big data industry is the invisible wings for Guizhou to realize leap-forward social and economic development.

"It used to be time consuming and exhausting for truck drivers to find cargos and for owners to contact truck drivers, now the problem can be easily solved by a simple click on Manbang's APP." The guide opened Manbang's API on display screen, and pieces of real-time information of vehicle and cargo flows showed up.

Numbers of certified drivers and certified owners on Manbang's platform have reached 6.5 million and 1.5 million respectively, and its businesses have covered 339 cities at the moment, which allowed it to become China's and even the world's leading comprehensive service platform for arterial road freight transportation.

In recent years, Guizhou has been promoting in-depth integration of big data and real economy through implementation of "integration of ten thousand businesses", which not only conducted informatization standard assessment and data profiling of approximately 15,000 enterprises throughout the province, but also supported 1,822 enterprises' big data based transformation and upgrading in 2018. The number of big data related enterprises in Guizhou Province reached 9,551 by the end of 2018.

Situated in the center of inland area of Southwest region, Guizhou boasts of stable geological plate tectonics, minor impacts from earthquake, typhoon and other disasters, cool climate and low electricity price, which are both unique advantages of Guizhou and reasons for domestic and overseas industry leaders to build their big data centers in Guizhou. Tencent Guian Seven Star Data Center under construction alone has got 50,000 servers in cave covered by green vegetation.

"The mean annual temperature is around 20℃, and the substantial hydropower resources make electricity relatively cheaper," Song Dongying, person in charge of construction and supervision of Tencent Guian Data Center said that "external cold air enters from the main cave entrance and exhaust from vertical shaft, which can both fully utilize natural external cold source and avoid outside air's impact on equipments." According to Ministry of Industry and Information Technology's test, its average and best PUE (power usage effectiveness, the closer to 1 the better energy efficiency) are 1.12 and 1.08 respectively, while the average PUE of newly built data centers in China is 1.73.

"Guiyang has been dedicated to building China's Big Data Valley, five sessions of Big Data Industry Expo have been held since the first session in May 2015, and it has become a national exposition that attracted numerous leading enterprises and industry leaders at home and abroad every year." Guide of big data demonstration center was so proud when talking about Guiyang Big Data Expo. Number of exhibitors and visitors of this year's Big Data Expo reached 125,000, which hit the record high. Number of countries increased from 29 to 59, while number of the world's top 500 enterprises attended the exposition grew from 15 to 39 compared with last year.

Accompanied with year-on-year increase in attractiveness and influence of Guizhou's big data industry, the new development model of "big data +" has also experienced in-depth development, and achieved significant results in government, civil and business uses. According to statistics, the number of big data related enterprises in Guizhou has grown from less than 1,000 in 2013 to over 9,500 now, and a great number of big data applications that can improve government's governance ability, enhance people's lives related services and facilitate industrial transformation and upgrading are being introduced to Guizhou.

Guizhou Provincial Party Committee held a press conference at the beginning of August this year, which emphasized that Guizhou will further strengthen introduction of big data enterprises, high-tech enterprises that integrate with big data as well as talents in big data and high-tech areas based on strengthening of development and support of existing big data enterprises, and thus give great vitality and impetus to the development of Guizhou's big data industry.

Since big data has become a splendid tag for Guizhou, the province has introduced talents based on the needs of key industries, improved functions of green card for high-level talent related services, provided card holders with preferential policies and services concerning housing, household registration and other 10 public services, and integrated demands for big data related talents with high-level talent subsidy policies, high-level talent housing policies, supporting policies of "Guizhou Province's 100-1,000-10,000 Talents Introduction Project" as well as innovation and entrepreneurship supporting policies, which laid a solid foundation for introduction of big data related talents. It's learned that those chosen as Guizhou's 100 Leading Talents and 1,000 Innovative and Entrepreneurial Talents can get RMB 1mn and 500,000 awards respectively, and acquire workplaces, research facilities, work assistants and other supporting services. Aforesaid awards will be granted if targets of the second and third year are met.
