20 Articles of Latest Film & TV Policy of Pingtan, Fujian Officially Released
"20 Articles of Film & TV Policy," an optimized and revised edition on the basis of "Suggestions on Promoting Cross-Strait Film & TV Industry Cooperation and Development (Revised Version)" and "Implementing Regulations of Film & TV Industry Cooperation and Development" released in 2018, compared with the previous policy, is closer to the reality of Pingtan, highlights characteristics of Taiwan, offer more comprehensive preferential measures, and is more practicable.
Apart from the original policies including properly relaxing access restrictions to Taiwan film & TV industry and offering special subsidies to college students from Taiwan to shoot and make graduation film & TV works in Pingtan, "20 Articles of Film & TV Policy" especially highlight cooperation with Taiwan. It indicates that films with the cooperation between Taiwan film & TV enterprises and enterprises in the experimental area, directed by Taiwan famous directors choosing the area as a location (The length of the scene of the experimental area in the finished film is five minutes at least), can not only be rewarded according to related articles, but also be offered 10% of the box office from the presenter of the experimental area, with 20 million yuan at most.
"20 Articles of Film & TV Policy" makes it clear that we welcome outstanding works made by Taiwan film & TV enterprises and talents. Every year, screenplays on cross-strait integration in Pingtan are selected. If enterprises in the experimental area apply projects and projects are approved and the experimental area serves as a location for the films, film & TV culture enterprises participate as investors and present them. The investment proportion is no more than 50%, and the amount is no more than 30 million yuan.
"20 Articles of Film & TV Policy" includes new articles on encouraging cross-strait film & TV creation and innovation to build a cross-strait film & TV copyright trading market. Screenplays and songs with Pingtan elements or themed with cross-strait integration, after reviewed, will be given one million yuan at most as a reward. Enterprises or individuals carrying out cross-strait film & TV technology innovation in the experimental area, after reviewed, will be given three million yuan at most as a reward.
"20 Articles of Film & TV Policy" also encourages practitioners to create short videos in Pingtan and build Pingtan into a popular place for short video shooting. According to the policy, for short videos shot in specific scenes in Pingtan and broadcasted in major short video platforms (such as Jinri Toutiao, Douyin, Weishi, Kuaishou) in China, in order to promote Pingtan International Tourism Island and spread positive energy, if a single video receives over 10 million views and over 2 million likes, a reward of 100,000 to 200,000 yuan will be given.
In addition, the new policy has been optimized and adjusted in many aspects, including supporting film & TV enterprises to settle, invest and raise capital in Pingtan, increasing reward of film & TV works, and supporting creation of outstanding works, strengthened its role in guiding the industry and enlarged its coverage.
