Chinese resort city Sanya reaps fruitful results in developing open economy in 2018-2020

Chinese resort city Sanya in south China's Hainan Province has seen good harvest in its open economic development from 2018 to 2020, reported Shanghai Securities News Monday quoting Hainan Daily.
New breakthroughs have been made in industrial transformation and upgrading. Sanya has strictly implemented the real estate purchase restriction policy and vigorously developed tourism, modern services and high-tech industry.
From 2018 to 2020, the non-real estate development investment in Sanya took up 45.8 percent, 56.1 percent and 52.7 percent of the total investment, respectively. The number of high-tech enterprises increased from 19 to 114.
During this period, 237 foreign-funded enterprises were newly established in Sanya, with the actual use of foreign capital standing at 674 million U.S. dollars, and the total imports and exports of the city amounted to 33.23 billion yuan.
The accelerated implementation of the free trade port policy is effective. Sanya has taken the lead in implementing the "zero-tariff" policy for vehicles and yachts, and five imported yachts (including sailboats) have been cleared through customs under the policy, with a total value of 210 million yuan and a tax reduction or exemption of 79.609 million yuan.
Driven by favorable policies, Sanya has also achieved remarkable results in attracting investment and talents. From April 13, 2018 to April 2021, Sanya has signed contracts with 698 enterprises, attracted 3,257 enterprisesto register in the city through direct investment promotion activities, and recognized 14 headquarters enterprises.
Especially after the release of the master plan for the construction of the Hainan free trade port, from June 1, 2020 to April 2021, Sanya has signed contracts with 481 more enterprises, and newly attracted 1,688 enterprises to register in the city through direct investment promotion activities, with new market entities of various types registering 48,100 .
The construction of the core area of the international tourism and consumption center is at full capacity. From April 2018 to April 2021, Sanya's offshore duty-free sales reached a remarkable amount of 49.23 billion yuan.
The yacht tourism consumption continues to boom, with 289,500 trips made by chartered yachts from 2018 to 2020, From January to April this year, such trips recorded 69,000, a sharp year-on-year increase of 256.23 percent .
Sanya has also promoted the high-quality building of key industrial parks. Sanya Yazhou Bay Science and Technology City has made full use of the advantages of its breeding base's "industry-university-research" agglomeration and free trade port policies, and deployed a number of major platforms.
The Hainan Yazhou Bay Seed Laboratory was inaugurated on May 12, and 24 research teams and 177 research personnel have already settled in.
At the same time, the sci-tech city is vigorously building a global transfer base for the introduction of animal and plant germplasm resources, and has successfully completed the first import business of research-used crop seeds. The world's top 10 seed companies including Syngenta Group have successively settled in.
The Sanya Central Business District Administration has increased precise investment promotion, explored system integration innovation, and actively promoted the high-standard construction and high-quality development of the sci-tech city.
By May 25 this year, 1,259 companies has settled in the sci-tech city. In 2020, the sci-tech city realized a tax revenue of 1.451 billion yuan, with 689 newly registered enterprises, and a completed fixed asset investment of 8.2 billion yuan, equaling to 120.9 percent of the annual investment plan.
