The 3rd Engineering Co., Ltd. of China Railway Construction Electrification Bureau Group adheres to localized management during the railway construction in Nigeria. Except for technical professionals and major onsite managers, all jobs are taken by local residents. Since the resumption of work in 2020, the electricity, communications and signaling projects of the Lagos-Ibadan Railway alone engaged over 300 local people, up to 500 or more at most.

According to Guo Xiaoyue, director of the Overseas Department and overseas project manager, local employees have signed employment contracts and are paid on time as required by local law. Local people who are good at communication and Chinese are engaged in project management to help in communication with local employees, heads of villages along the line and local residents and to prevent unexpected accidents. What's more, local employees are provided with training and apprenticeships to help them learn skills. The teaching materials are carefully prepared by the best Chinese technicians. As a result, a batch of local electricity, communications and signaling management cadres have been fostered for the local railway authority.

The 3rd Engineering Co., Ltd. went abroad in 2014 to Sudan where it undertook the Meroë Electricity Project. After that, it has, in cooperation with CCECC, accepted electricity, communications and signaling assignments of four railways in Nigeria. Last year, it signed the contract on building Nigeria's central railway line.
