Pingtan's 20 Special Measures toward Taiwan

1. Pingtan will support investment from Taiwan to set up joint ventures or wholly owned enterprises to provide online data processing and transaction services (via e-commerce) in Pingtan. Equal conditions for domestic enterprises are to be applied.

2. Pingtan will give special permission to Taiwan shipping enterprises to set up wholly owned or holding enterprises in Pingtan that are engaged in marine transportation between mainland China and Hong Kong, Macao, and Taiwan; international shipping; shipping agencies; and ship management business. Ships owned by such enterprises will be registered in mainland China and fly a Five-Starred Red Flag.

3. Pingtan will support a Taiwanese bank to set up a sub-branch in Pingtan after a corporate bank is established in mainland China by the Taiwanese bank setting up a branch in Fujian Province. Such a branch in Fujian may apply for setting up a sub-branch in another city (not the city where the branch is located) in the Pingtan Pilot Free Trade Zone according to the regulations of mainland China regarding the application for setting up a sub-branch.

4. Pingtan will promote eligible Taiwan-funded financial institutions to set up joint-venture fund management companies in Pingtan according to relevant mainland Chinese regulations. The shareholding ratio of Taiwanese investment can reach over 50%.

5. Pingtan will promote local Taiwanese banks to set up operating institutions in Pingtan that can operate business in Chinese yuan after their opening. Pingtan will promote head offices of Taiwan-funded banks to directly issue loans in yuan to enterprises and projects in Pingtan.

6. Pingtan will promote investments from Taiwan to set up wholly Taiwanese-funded employment agencies and intermediary talent agencies.

7. Taiwan service providers can invest and set up travel agencies in the Pingtan Pilot Free Trade Zone without limitations on the amount of annual tourism operations. The requirements on the places of business, business facilities, and minimum registered capital of such travel agencies set up by Taiwanese service providers in Pingtan Pilot Free Trade Zone are to be subjected to those for mainland enterprises.

8. Pingtan will promote natural persons with a Taiwanese ID to register individual businesses in Pingtan and will relax the requirements on the scopes of such businesses.

9. Pingtan will employ Taiwanese talents to serve in administrative organs, enterprises, public institutions, and bodies of scientific research.

10. Pingtan will promote practitioners from such service agencies in Taiwan as architectural and planning institutions to conduct business in Pingtan within an approved scope, with certificates issued by relevant Taiwanese institutions.

11. Pingtan will improve the functions of its cross-strait electronic public platform in an effort to achieve an established connection with Taiwan’s tariff and trade network and other platforms. 

12. Regarding prepackaged food and cosmetics that are made in Taiwan and sold in the small-sum commodity trading market in Pingtan, no specimen labels are required upon entry inspection. Regarding fruits that are imported from Taiwan and sold in the small-sum commodity trading market in Pingtan, phytosanitary certificate inspection is not required, and fruits can be directly put on shelves for sale after passing quarantine.

13. Pingtan will set up foreign currency exchange agencies in its small-sum commodity trading market.

14. Pingtan will establish cooperation regarding cargo clearance with Taiwan. Regarding commodities imported and exported between Pingtan and Taiwan, in principle, Pingtan will not conduct inspections (except waste raw materials, hazardous chemicals and their packages, bulk cargo, and other categories specified by the state), while the inspection and quarantine department will strengthen subsequent supervision. Regarding food and agricultural products imported from Taiwan, Pingtan will actively accept Taiwan-issued certification and approval results as well as test results. Regarding aquatic products caught by Taiwanese fishing boats, Pingtan will adopt management measures on aquatic products caught by mainland fishing boats, and upon application, no sanitary certificate issued by a competent Taiwanese department will be required.

15. Cooked meats from Taiwan that pass risk assessment may be imported from Pingtan ports.

16. Pingtan will establish smooth cooperation regarding the inspection of certificates for the origin of goods and simplify submission requirements for certificates regarding the origin of ECFA goods.

17. Pingtan supports Haixia Equity Exchange to expand its business scope and provide comprehensive financial services for Taiwan-invested enterprises according to national regulations.

18. Pingtan will optimize quarantine approval procedures for aquatic animals imported from Taiwan through Pingtan ports and management procedures on some nutrient supplements, non-special-purpose cosmetics, Class I medical apparatuses and instruments, and traditional Chinese medicine.

19. Pingtan will implement a convenient access policy for Taiwanese-registered vehicles between Fujian and Taiwan and become the first pilot area to allow Taiwanese-registered vehicles to enter Fujian.

20. Pingtan will handle inbound and outbound tourism-related procedures to Taiwan in Pingtan for eligible mainland residents.
