Recently Fujian has released the Measures Supporting Pingtan's New-round Opening to Taiwan, to promote the construction of "one island, two windows and three areas" in Pingtan in such aspects as recognition of Taiwanese qualifications, grass-roots integration, entrepreneurship and employment, and exchange activities.

Comprehensively implementing the measures benefiting Taiwanese enterprises and Taiwan compatriots. The government will continue to persuade the Taiwan Affairs Office of the State Council to coordinate with state ministries and commissions to release early and pilot policies for Pingtan.

Constantly advancing the practice of "one island, two standards". The government will support Pingtan in deepening the mutual recognition of qualifications and standards on both sides of the Taiwan Straits, extending the practice to more fields and gradually extending the applicable scope of Pingtan's qualification recognition certificate to the whole province.

Encouraging Taiwan compatriots to get employed and start business in Pingtan to promote grass-roots integration. The government will establish a Taiwan compatriot service center in Pingtan, keep improving the public service system for the employment and entrepreneurship of Taiwan compatriots in Pingtan, and support Taiwan compatriots in establishing wholly-funded private non-profit social service organizations in Pingtan and acting as legal representatives.

Advancing the integration of Taiwan capital into the construction of Pingtan International Tourism Island. The government will assist Taiwanese enterprises to participate in Pingtan's infrastructural construction, set up cinemas and construct Taiwan-style towns, support Pingtan in introducing new medical technologies and projects from Taiwan, and promote cooperation in Pingtan's Taiwan-funded medical institutions.

Intensifying support to the employment and entrepreneurship of Taiwanese youths. The government will support Pingtan in the internship and training of Taiwanese youths.

Vigorously improving the level of Pingtan's exchange activities with Taiwan. The government will, in association with Pingtan, constantly upgrade the existing cross-Straits exchange activities in Pingtan, and continue to support cross-Straits township and village exchange activities, sports events and youth exchange activities in policies and funds.

Constantly developing convenient channels for Pingtai's exchanges with Taiwan. Pingtan will speed up the construction of the cross-Straits e-commerce logistics base, and develop new business forms such as express delivery by ship and cross-border e-commerce.
