The State Council, China's Cabinet, has issued opinions on promoting the reform and innovative development of China’s national economic and technological development zones, legaldaily.com.cn reported. The guideline requires setting up a dynamic management mechanism for the development zones.

According to the document, development zones with good evaluation results will be given priority to expand and upgrade their areas with more policy support. While those with bad evaluation results will be warned and given a limited time to improve and will be restricted from increasing their land quota.

The development zones which make insufficient improvements with a low development rate will be downgraded, have their status revoked or their land areas decreased.

The State Council urged provincial governments to set up a unified coordination mechanism for development zones. It also asked local governments to delegate economic management power that can be delegated to development zones.
