Guiyang to achieve actual effect in digital economy development in 2019

On January 21, Chen Yan, Mayor of the Guiyang Municipal People's Government delivered the 2019 Government Work Report at the fourth session of the 14th Guiyang Municipal People's Congress. Big data is an era and a trend. We must go with the tide, promote the brand of China's Big Data Valley and provide strong driving forces for high-quality development. Thus, Guiyang should pool efforts to achieve practical results in the development of the digital economy.

In 2019, Guiyang will persist in "four intensifications" and "four integrations", perseveringly advance the big data strategic action, develop the digital economy and speed up the construction of the core area of National Big Data (Guizhou) Comprehensive Pilot Zone.

With innovation as the core of big data development, Guiyang will introduce 60 strong big data enterprises and establish 50 big data enterprise above the designated scale;

Guiyang will cultivate 3 big data brands with core competitiveness and the primary business revenues of Guiyang's big data enterprises will increase by more than 20 percent;

Guiyang will strive to establish more than 1,000 high-tech enterprises, Guiyang's social research and test development fund will account for 2 percent of its GDP, and technology progress will contribute 63 percent to economic growth.

Guiyang will speed up the construction of leading projects including the Big Data Center of the Ministry of Public Security, Dell International Software Service Outsourcing Base, Huawei Intelligent Manufacturing and Data Center, Inspur Big Data Industrial Park, Tencent Start (Guiyang) Innovation Base and Southwest Region Delivery Center.

Guiyang will initiate the construction of "Intelligent Guiyang", and launch 15 big data-based intelligence governance applications and 10 big data-based intelligent livelihood applications;

Guiyang will establish a national secondary node for industrial internet identity resolution and speed up the construction of a big data support platform for product and industry introduction.

Guiyang will speed up the construction of National IPv6 Big Data Application Innovation Center, Guiyang Intelligent Manufacturing Collaboration and Sharing Platform, and "Enterprise Integration" Service and Monitoring Platform;

Guiyang will achieve substantial achievements in the construction of Big Data Expo Boulevard to build an everlasting Big Data Expo;

Guiyang will implement 50 industrial enterprise intelligent renovation projects, and Guiyang's industrial enterprises above the designated scale will account for over 80 percent.

Guiyang will demonstrate and validate 5 national standards and set 5 local standards;

Guiyang will build a public service platform for big data technology standard innovation;

Guiyang will perfect the function of Guiyang Branch of National Technical Standard (Guizhou Big Data) Innovation Base;

Guiyang will go all out to establish a big data regulation system;

Guiyang will seriously implement big data regulations and rules such as the Regulations of Guiyang City on Healthcare Big Data Application and Development, and make great efforts on big data legislation.

Guiyang will speed up the construction of a national demonstrative and pilot city for big data and network security demonstration;

Guiyang will speed up the construction of National Big Data Security Range (Phase II);

Guiyang will speed up the construction of a big data security demonstration zone;

Guiyang will speed up the construction of an industrial information security manufacturing innovation center;

Guiyang will successfully host 2019 Guiyang Big Data and Network Security Elite Contest.
