Data Opening Report of China’s Local Governments in 2018: Guiyang Government led the Country in Data Opening.
On May 27, at the forum of “Data Opening and Innovative Development of Local Government” of China International Big Data Industry Expo 2018, the reporter was informed that according to “Data Opening Report of China’s Local Governments 2018”, the data opening of Guiyang Government ranked first in China and led the country.
This is the first series of evaluation report specifically for the data opening of local governments in China. It is jointly issued by Fudan University, National Engineering Laboratory for Big Data Application in Improving Government Governance Capabilities, and Digital China Research Institute of State Information Center. It has been issued regularly every year since it was first released in May 2017 at the Expo.
“Big data are attractive. Big data that are attractive may not be real big data because it is fresh and alive.” Xu Hao, member of the Standing Committee of the CPC Guiyang Municipal Committee and Executive Deputy Mayor of Guiyang, introduced the data opening of Guiyang Government with his unique opinions: Nowadays, big data is developing in full swing, but due to the characteristics and features of China, if the data of the government cannot be shared and opened, it will greatly restrict the progress and development of the whole society. In Guiyang, the first breakthrough in developing big data lies in the convergence, connection and application of government data.
Xu Hao said that Guiyang spent two years conceiving the “data opening of the government”. Among them, there are problems of technology, path and mode, which are also closely related to legal and policy guarantees. To solve these problems, joint efforts of the whole society are necessary.
At last, he concluded that the characteristics of Guiyang can be summed up into three words: First, the data format is not rewritten. Second, the data is not moved. Third, the data management authority is not changed. In this case, Guiyang has realized the sharing and opening of government data. Now, the real-time open data sets and the number of data on Guiyang Open Government Data Platform ranked first in China.
“Guiyang Government Data Opening Platform was launched at the end of 2016, and it was explored from scratch.” quoted from Huang Mingfeng, a researcher at Guiyang Information Industry Development Center, who is responsible for the construction of the data opening platform of Guiyang government. He shared his experience with the participants, “In exploring the construction, I have always believed that there are three cores of data opening: First, the core of the ability to acquire data; second, the core of data management ability; third, the core of releasing the value of data.” Guiyang government has built and developed data opening around these three cores.
He believes that without application, there’s not much value in converging data. This is also a “desert” in data application of the entire country. In fact, the data of Guiyang are not as well-known and familiar with the general mass as cabbage and rice, but Guiyang is exploring and innovating. For example, people can find the price of vegetables of the day on Guiyang Government Data Opening Platform every day. In order to make the ordinary people enjoy the data dividend, we cooperate deeply with the media. “Which supermarket in Guiyang has the cheapest tomatoes?” “Which streaky pork is better and cheaper?” The media use data to produce communication products, so that the data is closer to the people, and the mission of benefiting people is accomplished.
At last, Huang Mingfeng said that Guiyang’s bold innovation took the lead in building the model, content and structure of regional open government data platform in China, and also provided a research sample of urban comprehensive data for China. In the future, Guiyang will also make breakthroughs in technology, management and cooperation mode. Guiyang Open Government Data Platform is going to be promoted in data value.
