The First Local Regulation of Government Data Sharing and Opening in China is Issued in Guiyang

On April 11, 2017, the Standing Committee of the People’s Congress of Guiyang held a press conference to announce that the Regulations on Government Data Sharing and Opening of Guiyang (hereinafter referred to as the “Regulations”) would come into effect on May 1, 2017. This is the first local regulation of government data sharing and opening in China, and also the first local regulation on big data in city with subordinate districts in China.

The promulgation of the Regulations solidifies and concludes the relevant regulations of the state, provinces and municipalities on government data sharing and opening as well as the successful practices in Guiyang. It also regulates the management mechanism, department responsibilities, platform construction and maintenance, collection and convergence, boundaries of sharing and opening and the specific requirements in usage, supervision and management, and security of government data sharing and opening. Besides, it provides a legal basis for solving a series of problems, such as imperfect top-level design, departmental barriers, partition, disconnection between supply and demand, and lack of security, so as to ensure that government data sharing and opening is operated legally.

The people’s government of Guiyang, relying on the Guiyang sub-platform of “Guizhou-Cloud Big Data”, has unified the construction of the government data sharing platform and the government data opening platform for gathering, storing, sharing and opening the government data of the whole city.

The platform is built on the national unified e-government extranet, and provides data services for the municipal government departments, enterprises and the society, from the country to provinces, cities and towns. Government data sharing platform is composed of government data resource catalogue, basic database, government business special database, and government data sharing system. The government data resource catalogue underlies the government data sharing and opening. At present, the Big Data Committee has coordinated and guided 51 municipal departments to find out their backgrounds. It has collected 128 data sources (including business systems and electronic accounts), with 182 core data items, and 1070 shared data items of departments and governments, and has completed entry of 212 categories of approximately 300 million data. It has basically realized cross-sector and cross-level data resource sharing, and has implemented a number of data sharing applications.

The Government Data Opening Platform has been officially launched on January 18, 2017. It has opened 1058 data sets and API resources to the public for free, basically covering more than 50 departments of all government departments and related directly affiliated institutions in Guiyang. By classifying data according to five categories of “field, industry, department, theme and service”, it greatly improves the convenience and accuracy of data retrieval, location and discovery. It also provides four kinds of machine-readable open formats, such as XLS, JSON, XML and CSV, visual data mapping, data catalogue + service catalogue, and other innovative data service forms, so as to deeply associate data opening. It can also better meet the needs of various social groups for data query, invocation, research and development in more application scenarios. According to the evaluation report of DMG Lab in Fudan University, which evaluates the government data opening and its effect of relevant cities in China, Guiyang Data Opening Platform has been in the leading level in China.
