Guiyang City promotes the innovation of big data legislation and implements the Regulations on Government Data Sharing and Opening of Guiyang.

On May 2, 2017, the implementation meeting of the Regulations on Government Data Sharing and Opening of Guiyang and the five-year plan promotion meeting of local laws and regulations of big data was held. The meeting arranged for the promotion of government data sharing and opening, its development and application and the promotion plan of local legislation on big data in Guiyang.

Regulations on Government Data Sharing and Opening of Guiyang implemented on May 1 is the first achievement of the local legislation on big data in Guiyang. The promulgation and implementation of the Regulations is conducive to improving the ability of the supply of data information, speeding up the sharing, opening, development and utilization of data resources, promoting the orderly and legal implementation of the government data sharing and opening, thus laying a solid legal foundation for the development of big data in Guiyang. The meeting stressed that we should fully understand the great significance of the implementation of the Regulations, behave ourselves well on our positions and shoulder responsibilities, carry out the Regulations in a pragmatic and innovative spirit, learn and publicize well, attach importance to supervision of law enforcement, and effectively promote the publicity and implementation of the Regulations.

According to the meeting, the five-year plan should be finished step by step. Guiyang will launch at least one local law and regulation for big data in a year, in accordance with the principles of “led by the municipal committee, dominated by the NPC, supported by government and participated by all walks of life”. The meeting pointed out that the development of local legislation on big data is an important task for Guiyang to participate in the construction of the first big data comprehensive pilot region in China, to innovate in the big data system, and to promote the development of big data in Guiyang. The relevant committees of the Municipal People’s Congress and relevant departments of the municipal government should be actively involved in the implementation of the five-year plan of the local laws and regulations and government regulations on big data, strengthen leadership, overall arrangement and innovative methods according to their responsibilities, and steadily promote the implementation of the five-year plan of the local laws and regulations and government regulations on big data.
