The Opinions of the Implementation of Guiyang Municipal CPC Committee, Guiyang Municipal People’s Government on the Acceleration of Completion of the “China Digital Valley”
Recently, The Opinions on the Implementation of Guiyang Municipal CPC Committee, Guiyang Municipal People’s Government on the Acceleration of Completion of the “China Digital Valley” have been issued. The “Implementation Opinions” propose that by 2020, our city will have been basically built into a data city of all domain block and an influential “China Digital Valley”, will have completed the national big data experiment and demonstration task, formed a batch of big data demonstration applications, entered the first echelon of the national cities in terms of the competitiveness of the big data industry, and established a national big data industry development cluster.
According to the “Implementation Opinions”, our city will aim at building a central city characterized by fairness, sharing and innovation, make breakthroughs in the reform of “Three Changes” in urban and rural areas, take the deep integration of big data and real economy as the main focus, take major projects and park construction as the acting point, and establish a “China Digital Valley” with high concentration of big data industry, deep integration of big data and real economy, significant enhancement of big data innovation intensity, precise implementation of big data governance, and accurate, efficient big data services.
According to the plan, by 2020, Guiyang will have had a huge data storage capacity of more than 1 EB, initially completed five national pilot demonstration tasks, cultivated over 10 big data brands with core competitiveness and commercial influence, launched more than 100 big data application fields (scenarios), formed over 100 billion yuan of main business revenue, and gathered more than 10,000 big data main market players (namely “big data action”). The digital economy will have taken shape and the digital society will have begun to take shape. The economic and social equity sharing system promoted by big data will have been basically formed. We will have striven to achieve a fusion index of integration of informatization and industrialization up to over 85, reached the top ranking of provincial capitals in China on new intelligent city evaluation, driven the overall improvement of our city’s competitiveness and the leap-forward development of economy and society, basically constructed an influential “China Digital Valley” and made Guiyang an origin of innovation of national big data.
The “Implementation Opinions” clearly state that our city will optimize the spatial layout of big data industrial cluster, establish the “one corridor, four wheels and multiple parks” spatial layout of big data industry. By 2020, one to two 50 billion level and over five 5 billion level big data industrial bases (parks) will have been built. Meanwhile, the core format, related format and derivative format of big data will have been expanded, strengthened and optimized. By 2020, our city will have cultivated more than 200 core format enterprises of big data with the main business income registering over 15 billion yuan and nourished more than 20 large-scale intelligent hardware manufacturing enterprises with output value reaching over 60 billion yuan; and the business income of call center and service outsourcing industry will have reached more than 5 billion yuan; over 1,000 software development and information technology service enterprises and more than 25 billion yuan of main business income will have been developed, and nearly 10,000 big data derivative business enterprises will have been established, with operating income arriving at more than 100 billion yuan.
Meanwhile, our city will strengthen the construction of communication network infrastructure, build Guiyang as the core node to connect directly to Beijing, Shanghai, Guangzhou and other cities, improve the backbone network of urban optical fiber transmission, and promote the coverage quality of rural communication network. Our city will build an integrated big data center, and by 2020 will have had a capacity of 500,000 servers in the city’s data center. Our city will strengthen the introduction and cultivation of big data talents, and by 2020, more than 5,000 high-end big data talents with postgraduate education or senior engineer titles will have been introduced and trained, and over 100,000 various talents of big data will be introduced and fostered.
To reinforce the innovation and implementation of the system and mechanism, our city will set up a “China Digital Valley” construction, operation, investment and financing integrated platform company and a big data industry alliance to build a linkage mechanism between application and industry; our city will innovate the financing mode of projects, build a special fund for big data development by municipal finance, give full play to the leverage magnification role of financial funds, and guide social funds to enter the field of data industry development of the city. The “China Digital Valley” industrial investment fund will be initiated by the “China Digital Valley” construction platform company, with the scale of initial fund raising reaching 10 billion yuan.
