New Economic Value Added Accounts for 21% of Guiyang's GDP; "Four Integrations" Further Promoted

"Big data has become a powerful engine to lead the economic and social development of Guiyang, providing strong support for Guiyang's economic growth rate topping the provincial capital cities in China for six consecutive years."

On June 19, the second session of the "Magnificent 70 Years · Striving for A New Era" series press conference of celebrating the 70th anniversary of the founding of the People's Republic of China, "Big Data Integration Drives the Transformation and Upgrading and High Quality Development of Industrial Enterprises in Guizhou," was held in Guiyang.

At the press conference, Tang Xinglun, Deputy Mayor of Guiyang, introduced the "integrations" of big data with four sectors - real economy, rural revitalization, livelihood services and social governance in Guiyang. In 2018, the main business income of big data enterprises in Guiyang reached 100 billion yuan, an increase of 22.4%. The new economic value added featuring big data accounted for 21% of the regional GDP.

The deep integration of big data and the real economy can lead to new growth drivers for economy. Based on the "introduction of thousand enterprises" and "transformation of thousand enterprises" projects as well as the "integration of 10 thousand enterprises" and "10 thousand enterprises on the cloud" actions, Guiyang is ramping up its efforts to promote industry development in an intelligent, coordinated and digital manner. By building the "one enterprise, one policy" online service system, and leveraging the "big data + intelligent manufacturing" applied technology, Guiyang provides guidance and solutions for the transformation and upgrading of industrial enterprises.

In 2018, a running total of 620 integration projects with a total investment of 38.08 billion yuan were implemented across the city. The overall integration index of big data and the real economy reached 45.3, ranking first in the province.

To strongly fuel the construction of the industrial Internet system, we have initiated the planning and construction of the secondary node of the Industrial Internet Identification and Resolution in Guiyang, completed the construction of the basic platform for identification and resolution and put it into operation. At present, the number of the registered users of the platform has exceeded 170,000, where 202 pieces of industrial software and 260 solutions for big data and intelligent manufacturing have been gathered, 9 device access collection protocols have been supported, and 280-plus industrial APPs and 217 micro-service components have been connected.

In addition, we leverage the Internet and big data and provide positive support for the upgrading of such service industries as tourism, commerce and trade, circulation, finance and travel to platform-based, smart and shared ones, injecting strong momentum into the accelerated development of the modern service industry.

The integration of big data and rural revitalization can shape the new future of agriculture and rural areas. We are taking positive measures to advance the connection of the next generation of information technology with the Three Rural Issues (agriculture, rural areas and farmers) efforts, intelligently taking the wheel and drive for the rural industrial revolution. We have built the "Guiyang Fruit and Vegetable Production Management Information Service Platform," which embraces "production data analysis," "origin approval management," "automatic upload of test data," "automatic label printing" and other functions, promotes fine agricultural production and management, and eventually becomes a "powerful weapon" to ensure food safety. The platform currently covers 115 fruit and vegetable production enterprises and bases with a traceable area of 148,400mu.

Efforts have been made to develop rural e-commerce, creating the "enterprise + base + online shop," "association + cooperative + online shop" and other modes, and effectively solving the difficult issues of the connection of "farmers with the market." In 2018, the transaction volume of rural e-commerce in Guiyang hit 1.6 billion yuan, directly driving more than 200,000 poor farmer households in rural areas to increase their income.

We have established "Guiyang Big Data Targeted Pairing Support Platform," comprehensively integrated data from 27 departments including poverty alleviation, civil affairs, health planning, human resources and social security and education, and achieved a panoramic view of dynamic poverty alleviation through big data, playing a positive role in promoting targeted poverty alleviation. So far, the platform database has accumulated a total of 9.06 million pieces of data.

The integration of big data and livelihood services can create a happy new life. Focusing on the pain points, difficulties and blocked points around livelihood services, through the means of big data, innovating the people's livelihood service mechanism, we have boosted the delivery of inclusive, equal and convenient livelihood services by utilizing the means of big data, establishing innovative livelihood service systems and optimizing the supply of public goods and services.

The Guiyang Model of "Unified Online Government Service" for government affairs that features "one network, one cloud, one ID, one door, one form, and one time" has been established, allowing the individuals and enterprises to go through the virtual door of online service hall or the physical door of government affairs service center, fill in one form only, and complete service processing at one time using their unique ID. This enables the enterprises and individuals to enjoy convenient access to government services like "online shopping" and the convenience brought by the "Internet + government services" mode.

In 2018, the duration of the examination and approval of construction projects in Guiyang was reduced from 300 days to 100 working days, which will be reduced to 80 working days or less in the first half of this year. For enterprises, the average time of getting access to "unified online government services" has been reduced from 22.9 days before to now one working day.

In the first quarter of this year, 88% of the newly established enterprises leveraged the "Unified Online Government Service" Platform. We have developed the Comprehensive Service Platform "Zhuminsheng," integrating 214 government services, social public services and commercially convenient services, such as household registration licenses and medical services, so that ordinary people can enjoy one-stop service without leaving home. Also, we have taken innovative steps to launch 15 model digital livelihood applications such as convenient payment and population health information cloud, all of which have been fully recognized by the public.
