Collision between Big Data and Guiyang: Breaths New Life into Development of the City
From a blank sheet of paper to a global focus, Guizhou has seen a thriving big data industry. Leading and top-notch companies in the big data industry at home and abroad are casting their eyes on Guizhou and trust their future in Guizhou. The circle of friends from the big data industry in Guizhou is getting bigger and bigger.
In 2018, the total number of big data enterprises in Guiyang reached 1,632, with the main business income in excess of 100 billion yuan, an increase of 22.4%.
This January, the Guiyang Municipal People's Government worked with Tencent to create a "Digital and Smart Guiyang." In addition to the launch and construction of Big Data Expo Avenue integrating new technology, new business format and new model of big data, four projects including new Guizhou Big Data Application Exhibition Center and PIX Autonomous Personalized Custom Sharing Factory were as part of the Big Data Expo 2019.
Technological innovation leads the trend. The Institute of Quantum Information and Big Data Applied Technology of Guizhou Province has taken solid steps in building an "Urban Direct Connectivity" quantum backbone network and promoting the industrialization of quantum technology. It has established the nation's first "5G Application Innovation Joint Lab" as well as the country's first 5G industrial base; introduced and cultivated a legion of leading companies in the Internet of Things (IoT), and applied IoT technology in ten major industries and related fields such as urban management, intelligent transportation and environmental protection; established the Blockchain Development Alliance, the Blockchain Industrial Innovation Fund with a total scale of 750 million yuan. In addition, it has also built a multitude of laboratories such as Blockchain Internet Laboratory and Bubi Laboratory, ranking fifth among the top 25 cities in terms of urban blockchain development in China in 2018.
The digital economy is developing rapidly and the momentum for innovation is significantly growing. Big data and the real economy are integrating at an accelerated pace, which has become a powerful engine to lead the economic and social development of Guiyang.
Guiyang has so far implemented a cumulative total of 589 integration projects with a total investment of 38.08 billion yuan, launched 36 benchmark projects and 300 integration demonstration projects at provincial and municipal levels respectively, and organized the evaluation of the degree of integration for 3,569 enterprises. The overall integration index of big data and real economy reached 45.3, ranking first in Guizhou Province.
Moreover, Guiyang has leverage big data to improve its government services, enabling the deep integration of big data with social governance; and to ensure people's livelihood, allowing for the further integration of big data with serving people's livelihood.
The Guiyang Economic and Technological Development Zone has been approved as China's first big data security certification demonstration zone, becoming the first national big data security "range".
Since the Guiyang Big Data Security Situational Awareness Platform was completed and put into service, it has intercepted hundreds of millions of Web attacks. In 2018, Guiyang was among the top three in terms of internet censorship and made it into the top ten in the 2018 Big Data City Cyber Security Index Report.
On January 1 this year, two national standards, Information Technology Data Transaction Service Platform Transaction Data Description and Information Technology Data Quality Evaluation Indicators, developed by Guiyang as a main participant, were officially put into effect. The standard of General Functional Requirements for Information Technology Data Transaction Service Platform has been adopted through expert review, indicating that Guiyang has become an important participant and developer of the standards in the big data space.
