31 measures introduced to bolster Xi'an area of Shaanxi FTZ

Xi'an municipal people's government recently launched 31 measures on the reform and innovation of the Xi'an area of the China (Shaanxi) Pilot Free Trade Zone (FTZ), aiming to promote the high-quality development of the Shaanxi FTZ.

In terms of improving the business environment, the government will deepen "Internet+ government affairs" services, as well as promote the optimization of infrastructure management services such as water, electricity, and telecommunications services, while relaxing the access of foreign-invested enterprises.

It will also enhance the level of trade facilitation through measures like innovating customs supervision modes, improving the "single window" services of international trade, establishing an airport-inland-port transportation mechanism, as well as bolstering the leading role of the Belt and Road Industrial Park.

In an effort to encourage financial innovation, the government will promote credit sharing incentive mechanisms and land trade financial services, as well as establish a Belt and Road international capital trading center.

The government also wants to accelerate Belt and Road cultural exchanges. To achieve this goal, it will push forward exchanges in fields such as traditional Chinese medicine cooperation, cultural tourism development, and setting up duty-free shops.

Measures targeting industrial cluster development include upgrading comprehensive bonded zones, deepening international capacity cooperation, and strengthening national cultural export bases construction.

Additionally, concrete measures will be taken in the Xi'an area of the Shaanxi FTZ to improve supporting infrastructure, including encouraging research institutions and innovation entities to participate in FTZ innovation, as well as enhancing the flexibility of enterprise employment.

In the future, Xi'an will strive to make full use of the FTZ's role of serving as a "test area" in the reform and opening-up, injecting more innovation vitality.
