On June 28, 2021, the International Dialogue on Energy Transitions co-hosted by the National Energy Administration, Jiangsu Provincial Government and the International Renewable Energy Agency (IRENA), was inaugurated in Suzhou with the theme of "The Energy Transition Road Towards Carbon Neutrality". Zhang Zhigang, President of State Grid Corporation of China, attended the opening ceremony and gave a keynote speech entitled "Building A New Power System to Promote Peaking Carbon Emissions and Carbon Neutrality".

Zhang Zhigang said that promoting peaking carbon emissions and carbon neutrality is an inevitable choice to address climate change and achieve sustainable development. The new power system is important for energy transition, peaking carbon emissions and carbon neutrality and should focuses on the following four aspects: first, adhering to systems thinking that facilitates scientific planning; second, adhering to bottom-line thinking to ensure safe development; third, adhering to innovation-driven concept and making breakthroughs in core technologies; fourth, adhering to market orientation and improving systems and mechanisms.

Zhang Zhigang pointed out that State Grid Corporation of China took the lead in releasing an action plan on peaking carbon emissions and carbon neutrality in March this year, and formulated and implemented a series of measures to construct a new type of new-energy dominant power system. First, speed up power grids transition. Promote the coordinated development of power grids at all levels and accelerate the transition and upgrading of power grids, so as to better serve the goals of peaking carbon emissions and carbon neutrality. Second, promote clean energy development. Actively serving the large-scale exploitation, utilization and better development of new energy. Third, vigorously implement electricity energy substitution. Replace coal and oil with electricity for transportation, industrial and agricultural production, and residential use. Fourth, improve the digital level of power grids. Make full use of digital technologies to improve power system control and efficiency. Fifth, strengthen research on core technologies in key fields. Continue to increase investment in technology development, focus on making breakthroughs in basic theories, core technologies and key equipment, and actively promote the construction of new power system demonstration zones. Sixth, promote the application of technical standards. Work with relevant national and industrial institutions, industrial upstream and downstream enterprises, and relevant technology standardization organizations, formulate frameworks of technical standards for new power systems, and actively carry out international exchanges and cooperation.

Zhu Guangchao, deputy chief engineer and director of the Department of International Cooperation, and heads of relevant departments of State Grid and heads of State Grid Jiangsu Electric Power Co., Ltd. participated in the event. Zhu Guangchao spoke at the sub-forum of "New Power System Construction" hosted by State Grid.
